Victoria, British Columbia – May 5, 2025 – Today, the Clean Energy Association of British Columbia (CEBC) was proud to participate in the announcement of another historic call for power in B.C. The 2025 Call for Power – a key action from the Province’s new Clean Power Action Plan – will build on the success of the 2024 Call by seeking 5,000 gigawatt-hours (GWh) of new clean electricity supply. Launching this summer, the 2025 Call will focus on Indigenous-led and partnered clean electricity projects, with no project capacity maximum. Once again, BC Hydro is seeking projects that are led and owned by First Nations and delivered in partnership with trusted industry proponents.
The 2025 Call is expected to be issued this summer, with Electricity Purchase Agreement awards targeted in early 2026. CEBC will continue to work closely with First Nations, the Province, BC Hydro, and industry to help inform the design of this upcoming call.
“The 2024 Call for Power was historic, showing what’s possible when First Nations, industry, and government collaborate to deliver clean electricity, drive investment, and advance reconciliation,” said CEBC Executive Director Kwatuuma Cole Sayers. “Today’s announcement builds on that momentum with a second call and plan that prioritizes Indigenous equity, local energy solutions and jobs, and sustainable economic growth. CEBC applauds the Province for its continued leadership and remains committed to building a clean and equitable future for all British Columbians.”
To mark the importance of the 2025 Call for Power and the new Clean Power Action Plan announcement, Sayers joined Premier David Eby, Minister of Energy and Climate Solutions Adrian Dix, Minister of State for Local Governments and Rural Communities Brittny Anderson, First Nations Summit Political Executive and member of the First Nations Leadership Council Robert Phillips, and BC Hydro President and CEO Chris O’Riley in Victoria.
“With this work, we are securing our energy and our economy for the future by expanding one of our greatest assets: abundant clean electricity,” said Premier David Eby. “We are boosting our clean-energy supply, powering our growing communities and industries, and creating thousands of family-supporting jobs – all while advancing reconciliation and reducing pollution. Perhaps most importantly, this will help build a strong foundation for our province and our country at a time of external threats to our sovereignty and prosperity.”
CEBC welcomes the direction set out in the new Clean Power Action Plan, which reflects many of our long-standing priorities and recommendations. The Plan includes practical, timely steps to meet electricity demand, strengthen energy security, and unlock sustainable economic growth – while keeping affordability and Indigenous equity at the forefront.
Key highlights include:
- Launching a second Call for Power in 2025 focused on Indigenous-led and partnered clean electricity projects, with no project capacity limits or caps.
- Issuing a Request for Expressions of Interest (RFEOI) this month to explore large-scale, baseload capacity projects—such as geothermal, pumped storage, and other firm energy solutions—with submissions closing in September.
- Issuing a separate RFEOI to identify innovative clean-tech solutions that support energy efficiency and conservation across homes, businesses, and industry.
- Investing $12 million through the innovative Clean Energy (ICE) Fund to support a three-year, targeted call for made-in-B.C. clean energy technology.
- Implementing new measures to accelerate connections to the grid and reduce costs for new homes and businesses.
- Lowering electricity rates for Non-Integrated Areas and prioritizing affordability for all British Columbians.
At the heart of this plan is a shared commitment between CEBC and the Province: that clean energy development must be done in true partnership with First Nations – and that reconciliation, economic growth, and climate leadership are deeply interconnected.
Meaningful partnerships between First Nations and industry on clean energy projects means more local ownership – keeping investment, revenues, jobs, and other economic benefits right here in British Columbia. Together, we have an opportunity to build a cleaner, more equitable energy system – one that reflects the values of this province and delivers lasting benefits for generations to come.
