June 15, 2026 – VANCOUVER, BC: The Clean Energy Association of British Columbia (CEBC) welcomes today’s release of Powering Growth, Fueling Opportunity, the Province’s update to the Clean Power Action Plan. With recent Calls for Power driving over $10 billion in capital investment and achieving historic 50% First Nations asset ownership, B.C.’s clean energy sector is already unlocking immense economic and reconciliation value. Today’s update provides a helpful overview of the ongoing clean energy initiatives driving investment across British Columbia. CEBC strongly supports the mix of technologies highlighted including wind, solar, biomass, geothermal, pumped storage, and battery energy storage as essential to fully scaling the province’s clean energy future.

As the Province advances implementation of the Clean Power Action Plan, there is an opportunity to translate these initiatives into a clear long-term Renewable Procurement Roadmap for Energy & Capacity. A dedicated Renewable Roadmap would provide greater certainty around future procurement opportunities while helping direct investment towards cost-effective clean energy resources. In addition to regular Calls for Power, central to this roadmap should be a near-term, competitive Capacity RFP that allows the market to bring forward cost-effective clean capacity solutions to help address the province’s projected capacity deficit of 500 MW by 2030.

Through a competitive capacity procurement process, B.C. can leverage diverse, reliable resources including battery energy storage, geothermal, hydro, and other clean technologies.  Utility-scale batteries are proving to be a cost-effective resource that can be strategically deployed where short-term capacity needs arise, supporting grid reliability while long-term clean energy projects are developed. Proactively signaling the timing, regional focus, and size of future energy and capacity procurements provides significant advantages:

  • Affordability for Ratepayers: Reduces project risk and helps secure lower overall project costs, supporting affordability for ratepayers.
  • Investment Certainty: Gives developers and First Nations the confidence to make sustained and localized long-term capital investments.
  • Workforce Planning: Allows industry, labour, and educational institutions to proactively recruit, train, and position the workforce required to grow and diversify B.C.’s economy.
  • Supply Chain Readiness: Supports long-lead equipment procurement and early financing, helping reduce overall project costs.
  • Stronger Partnerships: Provides the runway needed to establish meaningful, high-equity First Nations partnerships and advance economic reconciliation.

As B.C. prepares for an era of unprecedented growth, clean electricity will be essential to support all sectors to grow, thrive, and remain competitive. Meeting the province’s future energy and capacity needs with renewable resources will help maintain British Columbia’s competitiveness and support long-term economic growth.

“Clean electricity is the foundation of British Columbia’s future economy,” said n̓aasquʔisʔatḥ Stephen Rayner, Interim Executive Director of CEBC.” We are encouraged by the Province’s forward-looking approach to conservation, optimization, and new construction. Recent procurements have demonstrated that industry and First Nations are ready to deliver billions in investment, innovation, and clean energy solutions. A Renewable Procurement Roadmap for Energy and Capacity would build on this momentum by providing the long-term certainty needed to deliver reliable, affordable electricity for British Columbians.”

This week, CEBC is participating in the BC Hydro 2025 Integrated Resource Plan Workshop on Key Issues through the British Columbia Utilities Commission. The process will help inform future resource planning and further highlight the role competitive procurements can play in supporting affordability, reliability, and the continued growth of British Columbia’s clean electricity supply.
